Hm. I think if this was 1v1, and both Pokemon were EVed/gave movesets specifically for the occasion, Metagross would win every time (the reason being that Meta has Bullet Punch)

edit: it also has signal beam

edit: but then again azelf can do cspecs fire blast... which does 324-382 from 252 spa/+spa azelf to 252 spd/+spd metagross, which isn't ALWAYS an ohko... to be fair, metagross can carry focus sash and signal beam/bullet punch.

signal beam from 405 atk to 176 def azelf does 248-292. if azelf has max def, then it does 168-198 bullet punch does 67-79 to max def azelf.

max def, max spa azelf with cspecs fire blast/flamethrower should always win against the focus sash/fire resist signal beam/bullet punch metagross.
