Feels like massive overleveling to me.

Perhaps it is because I tend to train too many pokémons, as you pointed out, but I've always been underleveled against that Raticate, who frankly, would still be a tough fight for an even leveled bulbasaur. The thing has evolved, is faster and packs a stabbed 80 base power move that can flinch your ass.

That said, the trainer also comes after Mt Moon, which means after you've been through the whole dungeon. You are bound to hit him with a very fatigued team. No doubt in my mind, it is the hardest trainer in the game and by quite a long shot. Moreover, if you've noticed, he's been toned down majorly in the remakes.

Besides, who cares about the 'easiest way' to beat the game. The easiest way probably is using your starter all the way through, it insures you to be overleveled to the very end. I remember my brother doing that with Blastoise, but what the hell is the fun in that?

And I did pick bulbasaur.

One of my favorite NPCs is the Rocket Grunt in the Hideout in G/S/C. He said "Hyuck Hyuck Hyuck" and had a like a lv16 raticate then he made an encore appearance in the Underground during the Radio Tower takeover which i LOVED. " Hyuck,Hyuck,Hyuck remember me from the hideout?"

I'd have to say that I really liked Looker from Platinum. that guy was pretty ninja, and he was one of the few npcs that didnt make me want to bash A to get through the conversation as quickly as possible.

R/S: steven. you see him throughout the game, then just at the end he comes back to kick your ass.

R/B/Y: gotta be lance. that guy was actually a pretty cool character, and his dragonite was a nightmare if you didn't happen to know he had it. (i got ambushed by it on my first Red playhtrough. i then went and trained the silph Co lapras purely to icebeam its face.) he just proves hes a badass when hes back in GSC still as the head of the elite 4.

I remember this guy. Ya, he was really, really hard. But I would say he was not the hardest trainer because it is OPTIONAL to battle him. The hardest, most over leveled trainer in RBY that you HAVE to fight has to be Gary, at the entrance to Victory Road. Even power levelling right before fighting him cannot get you to those types of levels. Plus, if you chose Bulbasaur, he packed an Alakazam and an Exeggutaur. I always had so much trouble with those two.

Well I normally make a few excursions into Mt Moon. I don't try and get all the items and beat all the trainers in one trip, I don't have the PP for that. When my Pokemon are looking too weak, I go back to the Pokemon centre. It's an approach I use in tough dungeons in pretty much all RPGs, and it works. Mt Moon as a whole is one of the harder parts of the game, no doubt about it. But I don't recall trouble with any specific trainer, probably because I don't try "to hit him with a very fatigued team" - a team in such a state sends me scurrying back to the Pokemon Centre.
Of course it's been a while since I played RBY. Maybe that trainer's harder than I remember.

Just because he is optional doesn't change his difficulty any at that point. I agree he is among the hardest opponents, especially if you don't know what's coming.

I always just sweep through mt. moon in one trip without any trouble.

the one time i had alot of trouble in a dungeon was in RBY when i wandered into the rock tunnel without flash. i was lost for weeks.

Well I don't run from the Geodudes and Zubats. If I did I could probably do it in one run easily.

For Rock Tunnel, on a GBC or GBA one of the colour schemes (one of the brown ones) lets you distinguish the walls. Press various combinations of directions and A and B at startup and you should find it.

More or likely Prof. Oak's Data Battle...Using a Code to battle him was pretty interesting...But I had the most trouble with Whitney and that stupid Miltank that would Rollout my Cyndaquil or her Clefairy that would Metronome a Hailstorm and knock me out, I mean really, what are the chances of hitting Hail out of all the Moves in the game...
Red's status was Ultra, but really wasn't the toughest. I'd say brock with my Charmander but I was cheap and caught and Trained a Nidoran and taught it Double Kick. lol

Steven in Emerald was such a Badass though.

I wonder why they removed Oak's battle? Maybe because of the dialogue where he says he 'only has three left' - Bulbasaur, Charmander, and Squirtle. For him to show up with a full team would contradict that. And Agatha refers to him no longer being an active trainer too. Would be cool to ask the devs.

Random Shoutout: In the Kanto regions where you fight Blue just before the nugget bridge. L17 Pidgeotto... (although you'll understand if you play Yellow) I smell GameShark?

Favorite: Nurse Joy.
Duh. Free heals. (How does she make a living??)

EDIT:

Gameshark meaning Pidgey evolves at level 18, but Pidgeotto is level 17.
