Not sure if this is a bug but still -
It seems that if Outrage "hits" a foddere'd Pokemon (i.e. dies to entry hazards) on the turn it ends, the user is not confused. In my case this happened when my Kingdra, on the second turn of Outrage, used it on a Registeel who died to hazards. My Kingdra had a Lum Berry, but it had already been used. I do not know if this is how Outrage works in-game, though. Here's the log:

The effects of Outrage are the same as the previous generation; however, the move is disrupted if it is not successful due to Wonder Guard immunity, missing, or Protecting. http://bulbapedia.bulbagarden.net/wiki/Outrage_(move) << source, more info there. I guess it counts it as a miss? |

If Outrage does not hit (due to Protect or having no target), the move resets and does not cause confusion.
For example, a Pokemon could continue to use Outrage until it ran out of PP without being confused as long as the opponent Protected every other turn. |
