A True Doubles Metagame

Why has there never been a real doubles metagame? Although I realize that VGC does take that role in part, 6v6, lv 100 (min speed abomasnow always gets up hail last without iron ball!!!) doubles is totally unexplored. Frankly, it's sad to see such an interesting aspect of the game - if not such an old one - be ignored. Last gen, it didn't exist because doubles didn't exist on shoddy. With PO, I think it would be a good idea to create a doubles metagame with suspect testing and all. In general, it'd also be a step towards the acceptance of alternative metagames like rotation and triples.
