SR makes it hard for Lugia. It doesnt take most of the popular special attacks very well, leaving its niche as a physical waller. It might take care of Rayquaza, which is dropping in usage, but Lugia loses to the most popular physical sweeper, Arceus at 75%. It's not that hard to set up rocks and switch in arceus. It takes two turns.

People also prefer Lugia for its stalling capabilities in general, which Pressure has some more merit for. Multiscale's great for taking one massive hit easily, but when it comes to stalling, Pressure's what you want.

A single Toxic can render Lugia useless. Steel types arent even affected by it taking Ice Beam or Dragon Tail with impunity, especially FORRETRESS. Who can set up its hazards on Lugia. SR also makes it hard to run multiscale, as a +2 E-killer wins against 75% lugia. The only thing in this metagame that it really hard-walls is rayquaza who is falling in usage.

I think you can't really tell much from these stats. The metagame was in serious flux, new toys were being tried out, and old favorites fell by the wayside temporarily. I think once the metagame settles somewhat we'll see some more consistent changes. Genesect is going to cause even more upheaval when it is released though. Can't wait!As for ditto, it's actually very useful. Not only can it revenge kill, it can scout and even use enemy status moves against their own team. It's not overhyped in the slightest - play to its strengths and it's versatility is unparalleled.

Scrafty and Mienshao won't be dropping out of UU for a long time(unless they are making a comeback in OU). Both are major threats, and Tornadus won't change that. Chansey isn't quite in UU range(thank goodness-that thing walls Rhyperior!), and Virizion would be interesting. Another great grass type would be brilliant for the tier-and fighting typing allows it to get past Snorlax after a few boosts(or a SD for surprise). Hippowdon would be great(and no 4x Ice weakness makes him a better counter to Mienshao). Abomasnow-not sure whether he would stay UU-maybe RU or even NU due to the massive amount of fire types in RU.

This thing can trap and kill slowbro, roserade, gligar, hitmontop and herracross locked into CC.
With a scarf it can trap and kill, gyarados, breloom, infernape, gengar, gliscor, and tentacruel.
It's a watered down ST chandelure but it can kill some bulky waters, which gives it an edge.
Dark pulse could be used to screw over espeon and let you set your hazards safely.

Edit: with HP fire it can kill ferrothorn and forretress and with t-bolt it kills skarmory. If it has GN it means gastrodon is dead and can make room for your thunderus sweep.

You guys aren't giving it more credit than it's worth.

I wish Chansey never existed. That fat pink blob is annoying in every tier, even goddamn UBERS! Abomasnow and Hippowdon are debatable. Though Tornadus-I is faster than Scrafty and Mienshao, and has Prankster rain. Even Heracross will perish. Virizion? I'm struggling to think of any redeeming qualities about it that set it apart from Cobalion and Heracross. Escavalier is holding its place in RU even with Magmortar, Entei, and Typhlosion.

Yeah, Chansey is definitely one of my most-hated Pokemon. I reckon Tornadus-I will cause they're usage to go down, but the fighters are just too good frankly, and Raikou, arguably the biggest threat in the metagame outspeeds and destroys with T-bolt. Scarf Rotom-H and Zapdos make nice checks as well, and Pory2 can switch in and get a prankster T-Wave on him(which really cripples him). He needs to hit as quickly as possible so rain isn't a good idea-I reckon he'd much rather be wrecking stuff with Hurricane than actually tanking a hit. Weavile outspeeds and kills too. Hippo will definitely go UU if it drops-it is a much better physical wall than Gligar(i.e. it actually has some offensive presence). Virizion would be able to easily set-up on the numerous bulky water types like Suicune-and would definitely find a home there.

A complex ban wasn't necessarily done on him though, and trying to make it a complex ban would be a whole other mess best done once other things being brought up to council have settled (which it probably won't any time soon due to the drop downs and new additions coming up).

His usage in the previous 3 month shift moved him to OU hence his BL tab changed to OU but officially in the UU he has been voted as BL since he had dropped to UU many months ago and those votes right there pretty much set my facts right, why else did I link it.

As you can see Espeon was once UU but was moved up to BL however his usage stats garnered him to be considered OU hence the site currently lists him as OU as well. However, in the scenario that Espeon somehow drops back to UU he is automatically considered BL hence he won't be returning to the tier.

Before Hippowdon moved to OU, they planned on retesting Hippowdon after sand got banned entirely. Such plan had a wrench thrown in it by its rise in usage back in June. So Hippowdon could be allowed in UU for retesting now that sand is banned (and Hippowdon most likely has its DW ability released if a retest was planned).

Yes but that is a proposal it never actually went to fruition of being voted on so as I said earlier he is currently BL unless the council somehow decides on re-testing him should he be in UU range, but given the competing priorities of what needs to be tested I wouldn't really expect it too soon. Lets face it the metagame is starting to stabilize in UU and so people are now starting to propose things so I don't know where you're coming from with this being a certainty when really that talk of retesting was from one of the previous iterations of the council not the current or the upcoming one.

Tiers are determined by a weighted avg. of the usages from the previous three months.

The October update will be weighted (1*Jul+3*Aug+20*Sep)/24.

So July's stats are almost entirely insignificant with regards to tiering.

Am I the only one who thinks that Kyurem is too low in the OU stats? It can OHKO Therians, Dragonite, Amoongus, Heatran and some others. It also has better coverage moves than Latios and is not pursuit weak or U-turn weak. Anyways I believe it will be OU in the next 6 months, alot of the people I have played against on the ladder said that they werent even aware that it got roost and earth power. Those who used it believe that it will move up to OU from BL soon. What does everyone else think?

Interesting to see Latias way down at 45 even though she's one of, if not the best offensive counter to Keldeo, Breloom, and Thundurus-T while also not getting insta-death from Tornadus-T's Hurricane.

Also very cool to see Sun teams are actually rising a bit despite rain being super-common as Tales, Volca, Vena, and Nape all got slight boosts in their usage this month.

Finally, Heatran at #5 should prove that rain isn't overcentralizing things at all.
