<p>Umbreon has a reliable niche as the best cleric in UU. It uses its great Special Defense to wall common special attackers, and it can support its team by clearing status with Heal Bell and restoring HP with Wish. However, Umbreon's sparse movepool and terrible offensive stats prevent it from filling any other role. Fighting-type Pokemon are common in UU, and they constantly threaten Umbreon. Furthermore, Umbreon's lack of offensive pressure means that many setup sweepers, such as Nasty Plot Togekiss, can use it as setup bait. Still, Umbreon is the best at what it does, and it can ensure its teammates stay healthy throughout the match.</p>

Furthermore, Foul Play can deal significant damage to physical attackers that try to exploit Umbreon's lower Defense stat. It OHKOes Darmanitan after Stealth Rock damage, 2HKOes all Flygon, and can even score a solid 3HKO on Choice Scarf Heracross. The ability to remove status with Heal Bell is very useful, as it can give a crippled sweeper a second chance to sweep. Moonlight can be used to instantly restore HP, but it detracts from Umbreon's role as a team supporter. Umbreon should be paired with Pokemon that resist the Fighting-type attacks that are often aimed at it. Crobat is one of the safest switches into the common Fighting-types of the tier, Heracross and Mienshao. Defensive Ghost-types like Sableye and Cofagrigus also counter Fighting-types effectively and can drain the offensive pressure Fighting-types put on Umbreon. Yeah, basically say that Umbreon is a team supporter. I basically think that the moveset needs to be updated with Foul Play.

And what exactly are you planning on doing to Togekiss with that moveset? It will just get to +6 and 2hko you (or wear you down over time if you try to wish / protect, since +6 air slash from 0 spa kiss does 58% minimum and air slash has 32 PP). Immunity to flinch doesn't matter, Togekiss still kicks your ass. Inner Focus is useless, whereas Synchronize and Heal Bell have great synergy.

It might seem like Payback is more reliable, but Foul Play is almost always better. It actually outdamages 100BP Payback versus Raikou(Foul Play(34.89 - 41.43%) vs (29.9 - 35.51%). It's because Umbreon's own attack stat is garbage, so its pretty much stronger against every Special Attacker in UU, and can actually fuck up some Physical attackers neutral to dark that may switch in. (and since they're usually the type of Pokemon that switch in, Foul Play is more attractive).

Make Foul Play the only move option and mention Payback in AC.
 
I really see that Heal Bell / Toxic should be Heal Bell / Toxic / Yawn. While Toxic can hit Porygon2, Blastoise, Hitmontop, and Slowbro, Yawn is an effective surprise factor on anything like Cobalion, Gligar, Bronzong, Bisharp, or others that try to switch in on Umbreon and use it as setup bait.

Not sure if you're still working on this but Yawn is a totally acceptable option in the moveset. It has decent synergy with Protect and forcing a switch often gets me a free Wish or Foul Play.
