It's not higher because people aren't using it much in UU. It's not lower because it's been deemed too strong for RU. Simple as.

ive used cresselia sets in the past in ou that had good ev distribution to hp def spdef and was superb at using light screen and reflect. it was taking hits from terrakions, thunderuses and overall was a monster wall
