So these two Youtubers with nothing else to do have proven that the PID of a legend is not fixed upon file creation.
Giratina in Pearl: http://www.youtube.com/watch?v=Wl98S7Q0uNY The resolution of the screen should be a good indicator that it's not an emulator/ROM. Plus the lines on the screen. 7:15 is where there's proof that it's on a DS with no AR. Ho-oh in Gold (skip to 2:56): http://www.youtube.com/watch?v=Jm1Q7ky4Img (it's backlit, but it's a gold cart in an Advance SP at around 7 minutes) I think it's in Platinum that Giratina's PID is generated at the start of the game, but I'm not 100% sure, but this is proof that you can SR for shiny legends in ANY GAME. (where'd the In-Game Expansion section of the forums go? The main articles page says there is one!)

You can find the in-game expansion section on the main site here.
We've known for years that legendaries' PIDs are created when you encounter them, not when you start the file. This is true for all generations of Pokemon. I remember people successfully resetting for shiny legendaries as far back as 2006. It also makes RNG manipulation of said Pokemon far easier (as opposed to being the only way to get anything reasonable at all). Since this is pretty old news, there isn't much to discuss, and I'm locking this thread.
