This is a DP adaptation of the set I use in UU. Switched Ice Beam to Avalanche and Poison Point to Rivalry. This was always a great anti-metagame pokemon that could really mess with physical attackers. Countering back an EQ was always a good way to OHKO something that didn't take into account Nidoqueen's quite decent defensive stats. If it has a Rivalry boost under its belt, Nidoqueen also becomes a formidable attacker. This also works well with Spikes or SR support.

Pretty obvious, EVs TBD. 246 Attack Crunch OHKO's Gar with a Rivalry boost (Queen can't OHKO Full HP Gar regardless of EVs), and can OHKO 657HP/130 Def Blissey most of the time. 270(req. +Atk) OHKO's 657/130 Def Blissey all the time.

Let me say this, if Blissey catches on to the fact you're a special attacker, thats the time to nuke the female egg with a fat Focus Punch to the face. Also OHKO's Tyranitars that want to get ambitious thanks to the new Sandstorm boost. TBH Nidoking does most of the offensive sets better.
 
As far as OU goes, Nidoqueen's singular use is as a Heracross counter. With max DF, In Fight is a 3hko. I'd probably consider abusing Counter with max HP and a good helping of defense EVs.

In UU, Nidoqueen has more options. The only real trouble is that Nidoking is better, so you have to make good use of Superpower and maybe Pursuit.

Simply put, Nidoqueen (also Nidoking) is very metagame-centric. It has a lot of moves to use, so the best ones are generally dictated by what opponents you expect to face.
 
Nidoqueen is a nice variable Pokemon, but seems to be restricted strongly to what you expect to face. It is good but outclassed by many others.
 
In OU it's better then killing Blissey then Nidoking because of it's attack boost (:

I think the choice specs set is the most valid choice for OU. Attack with special attacks, and finally Focus Punch blissey with a +1 attack boost.

Interestingly enough, Nidoqueen resists In-Fight, Megahorn, AND Stone Edge (although EQ is BG). Poison/Ground is pretty damn good typing in that respect.
