Aight Mystery, he's wasting time charging you both with electricity so go with a Dragon Pulse to force him near the falls, maybe even into them. While he dances, Thunderbolt to, again, abuse how near he is to the falls. If he wasn't already soaking wet, he will be now. Finally, don't risk the flinch-- just Extremespeed him for as much damage as possible before he can hit you.

Good work, Mystery. I don't think we're anywhere near safe, so first try weakening him with a Thunder Wave. He'll have trouble moving all the distance too us for an Outrage, especially since he's soaking wet. Then Dragon Pulse twice. If he happens to try our trick and push us into the fall, just bypass your regular action and use Extremespeed to get out of there and escape danger.

Extremespeed instead of either D-Pulse if pushed into the falls.
