What is the difference between BW OU and DW OU

I'm new to competitive Pokemon and haven't played any of the games since Emerald, so I don't know these things. I would appreciate if you could answer a few short questions.

0. What do DW and BW stand for? What do they mean? What are their differences?

1. Is it correct that Pokemon Online's main server (PO server) use BW? What about Smogon's server? Do these servers follow their respective tierings exactly, or are there differences?

2. Does DW allow you to use unreleased pokes, like Keldeo and Meloetta? If so, are these OU or Uber or what? Smogon just sticks these into Limbo, and I have no idea what Limbo is.

3. I find that many combos are banned in BW. For example, I couldn't use Contrary Serperior or Flame Body Volc in PO's server. Is this because these strategies were deemed "cheap", or for some other reason?

4. Who decides what Pokemon go into what tier? Who enforces it? Is it up to a PO server to modify the tierings if the server admins wish so?

5. Are Excadrill and Thundurus banned from OverUsed? If so, where are they banned?

0. DW has unreleased Abilities and Items. BW is Standard.

2. Their unreleased so Smogon hasn't assigned them anywhere

3. Both those DW Abilites werent released yet

4. Depends on whats released or not and suspect tests. Idk what PO does.

5. Yes, theyre in Uber
