(Earthquake combo at A3 requires a base cost of 48 EN to execute, and Swinub only has 42 by then, so it fails. The combo would've costed 84 EN after combo multiplier, so if Swinub had more than 48 EN bu less than 84 EN, the combo goes through, EN-KOing Swinub in the process.
