(Programming) A Python function to converts a IVgen .pkm in a Vgen .pkm

I'm looking for a function wich converts a IVgen .pkm in a Vgen .pkm, if in Python is better.
However, I've just found the Kazo's PokeTransfer.exe, but is only for Windows, and my program/function must be portable. :(
Can you help me?

If you're using Mac, Linux, etc. then just wine it. Why does it have to be portable?

Simply beacuse must be used by a portable python script.
