Creating new Pokemon (independent CaP)

Is it possible to create new Pokemon in PO (as in what Smogon did with CaP) and if so how? Also, would these theoretical new mons run on one of the unofficial servers like Streetmons? Like, has that Pokemon Industries group done anything similar?

As far as I understand, you cant add new Pokemon to PO.
As for PI, ask them yourself?
