Honestly, with the recent influx of spam/obscene threads in DST (remember the meatspin guy a few days ago?), Im pretty sure we need this to some degree. We don't need a massive, complex system. I believe we should assign a few of the mods to check over the OPs of new threads, just to make sure it's not an ad/troll thread/ etc.
We already have this in place, why not take action at an earlier time instead of having it sit there for an hour before deletion? Edit: an example of how this would work is User A submits a thread. Mod B receives a PM of sorts which includes the OP of User A's thread. If Mod B sees its a legitimate thread, s/he will approve it, and the thread will be put on the forum.

What's wrong with the current system? Hypothetical Stupid Thread A gets posted, Mod B swiftly locks it and it drops off the front page when actual threads get posted in. The new system would just be unwieldy and create a lot of trouble and greater workload for the mods.

There are just enough dst mods and upper staff to weed out the shitty threads. If you see spam and happen to be on irc, PM an admin. Current dst mods are monitoring non-spam threads closely and will lock them if they are inappropriate or before they get out of hand.
P.S. If, hypothetically, the mod activity is so low as to not delete spam threads quickly enough (hours, you say), you are basically requiring threads to sit in limbo for hours before they see the light of day. Is that what you want? There's a reason I quickly got rid of that whole "you need permission to post a thread" deal because it needlessly delayed the creation of potentially good threads. It literally takes three mouse clicks to delete a thread if it needs to be.

Yeah, what Tobes said. SuperMods and Admins can also permanently ban the spambot so they don't keep posting.

Spammers are becoming more and more smart, they often make apparently legit posts and then put malicious links in their signature. Moderating threads (i.e. requiring approval from moderators) won't prevent them from posting into already existing ones. We have enough dedicated DST mods and some of us smods\admins still actively monitor that forum so I don't really see this as a problem. Needless to say, if you want to report spambots that we, somehow, missed, then just pm us and we'll deal with them.
