It's because people used Celebi a lot when battling. Reason why Scizor is number 1 is because that is the most used pokemon in the OU metagame.

I don't think that is what he is asking... I think he would understand that it's used alot, he is asking why it is used a lot.

@Himanattsu Celebi is in the top 10 because he is used on VoltTurn teams (which are very common high on the ladder) to act as a status absorber as well as a Bulk Up Breloom counter. IIRC, when Bulk Up Breloom went through QC it was described as being "one of the best counters to VoltTurn". In response to the threat of Bulk Up Breloom, VoltTurn teams started to add Celebi into there teams since not only it could KO with an appropriate move (HP Fire / HP Ice / Psychic) but also wall it since Celebi resits both of its STAB's.

That, and it's actually used as a Volt-Turn counter of it's own, able to dispose of the Scizor/Rotom-W core with Giga Drain/HP Fire, and hitting half of the other pokes on a volt-turn team hard as well (Mienshao, Terrakion on the switch)
