Is it realistic to expect 31 IV ubers in game?

I'm basically new to the competitive scene. I know the basics of EVs and IVs, but still have a question or two. Do people in the National tournaments normally have perfect IVs in multiple stats or do they settle if they cannot? For example, with something like Groudon or Mewtwo, yes you can reset and keep trying for the best IV/nature, but ultimately it can't be 31 in every stat and it can't breed to get them. So do people just settle for what they can get?
