You can use any move or command that uses up more energy than you have unless otherwise stated (such as Endure). In my case, I just divide how much energy you have with the actual energy cost and KO the user (for damaging moves).

I'm sorry, but what do you mean by this? There's nothing codified as far as I know for a Pokemon using a command that uses up more energy than they have with exception of specific circumstances like Endure. So basically, I just interpreted it in the best way possible - dividing whatever energy they had against how much energy is needed to pull off the attack.

Although your way of calculating damage makes the most sense, I too was under the impression that the attack did all of its intended damage. I would say let the Endeavor do all of its damage, if only to speed this match up. (It has been a month already...)

That's correct, so yes.

The only case in which an action will not occur due to lack of energy is a combo.

As Blyton makes her return on the field, she is greeted with a malicious snarl from U-Boat. The Woobat answers by siphoning health from the Colosshale, however her simplistic nature is starting to backfire on her. Grinning gleefully, U-Boat barks viciously at Blyton and messes up her concentration with her fluorescent beam. Expecting another snarl from U-Boat, Blyton is caught off guard when U-Boat leaps out of the water and chomps down with his large maw. Nevertheless, she uses the close proximity to drain out more life from her foe. Now, Blyton is feeling faint and light headed, yet U-Boat isn't in much better shape.
