New leveled metagame

Idea for a new metagame where all pokemon are allowed but are leveled. Similar to the random battles on pokemon showdown.

Rules
1. All non hacked pokemon can be used.
2. All pokemon will be leveled according to base stats, usage and movesets(e.g. Magicarp at level 100 and Arceus forms at level 65-70)
3. All legal ingame movesets, abilities and items may be used but some combinations will lower your pokes level.

Would definitely use the levelling on PS but the levels of weather induces would be lowered and raised if the use a different ability.

Does anybody think this is a good idea?

So for more understanding, would this have the same level setting that Random Battles has on Showdown! but you create your own teams? If it isn't following PS's exactly, I'd recommend creating a list of which pokemon are at which level. Also, putting movesets at different levels should be avoided, although an exception could be made for smashpassing.

There would probably have to be other limitations as well, otherwise people will use Kyogre with a Swift Swim team, and that never bodes well.
