2 things, evasion works off a base fraction of 3/3 with the numerator representing buffs and the denominator representing debuffs. Delibird has a permanent +1 evasion so the fraction become 3/4, or 75%. According to that Flamethrower would hit.

As well, Extremespeed is +2 priority, Ice Shard is +1.

Texas, does not matter. Everstone gives a flat +1 Boost to Delibird's Ice-Type attacks, so Blizzard deals 39.375 Damage.
