HGSS Breeding for IV's question

Hello! I'm new to the forums, however I've been on here and a few other sites trying to figure out this IV breeding. I haven't be able to confirm this, so I wanted to ask it as plainly as possible.

If pokemon A has a decent IV and I breed it, does it increase the chance of getting better IVs on the baby? I know it passes 3 IVs down and you can use items to lock in an IV, but I'm asking if I'm trying for a perfect IV baby and I keep using better and better IV parents, does that increase the chance for all around better IV babies?

I hope that's clear enough, I tend to over think and over complicate things.

No, and try the SQSA in wifi. This question is more suited for that thread.
