No it doesn't. Ludicolo still loses to Mantine and Regice, who can easily break the Sub with their STAB moves and take little from Giga Drain and Hydro Pump, respectively. That being said, what Substitute does let it do is ease prediction and allow Ludicolo to set up completely on Alomomola without having to worry about Toxic. For that FLCL gets my vote.
