Just a question--if we know we're not going to be able to be on right at the time a round starts, can we ask someone else to sign us up if we'll be on shortly? I assume the actual matches wont start until ~10 minutes after the time listed on the schedule. For that matter, are the listed times when signups open, or when matches are planned to start?

No you can't. The better way to outpass this problem is to give your account to a friend a let him In you for yourself.
But you really need to be sure you can play. Usually, the battles start more or less 20-25 minutes after the beginning of sign-ups.
