I am far too lazy to click more than one link, so you get your answer here.
You'll need a device called a flash cart for DS. Read this thread for more info.

You could also technically use passMe or some variant, but you can't save pictures and I've heard that the email function works strange without an actual cart.

i am not so sure of your observational skills but so far there have been a few hats.

steelix is taking up pokemon training

jirachi has a sombrero

smeargle has on a beret

sandshrew has an afro which is sort of like a hat

Thanks yamipoli, I will tell my daddy to get me a R4 and a micro 2GB SD Card.
My questions:
Is the Sd Cards necessary for the program download and use?
How do I transfer this program? Put the Sd card into the laptop and copying the folder of the program?

Thanks in Advance, I have been looking on the methods of getting this program.

well considering you can't boot an r4 without a microsd card i will have to say yes.

It's not made by the people who made the R4 flash cart. It works on most flash carts regardless of maker. Check the first post for a link to it.
