Can we stop wasting our time on pedantic details please? This conversation is irrelevant to the main EVO process, which needs to be decided before EVO will even happen. Unless of course people don't want to have EVO some time before the 5th gen comes out, in which case by all means, waste your time here.

Agreed.

Basic Guidelines:
An Evolution should have no more than 540 BST, unless it is some kind of Pseudo-Pseudo-legend (Togekiss, Arcanine), in which case it can have up to 555 BST or it is a Dragon/Dragonesque (Ttar, Dragonite, Garchomp, Salamence), in which case it can have up to 600 BST.
An Evolution should, in general, have a higher base stat in each individual stat, however, exceptions can be made in any stat except for HP (Vibrava has lower attack than Trapinch, Poryz has lower defenses than Pory2, Magnezone has lower speed than Magneton) if there are compelling reasons
An Evolution in general has stats which maintain it's Offensive/Defensive and Physical/Special ratios, but clearly there are exceptions to this as well.
An Evolution in general maintains its current type or, if monotyped, gains a secondary type. In rare cases, a dual-typed Pokemon may evolve one of its types into a different type.

So basically every rule has exceptions, so take it more like a guide than writ in stone.

What about we keep this simple and just obey the rules I wrote in the original post. :(

I changed rule 1) of the original post slightly.

Also, read the following bolded sentence. Then read it again. Finally, read it yet another time.

The EVO Pokemon would be considered as Pokemon that were evolved in a later generation than its pre-evo. Because of this, the rules I posted are for Pokemon that were evolved in a later generation. So stop talking about shit like Kakuna, Daffy Duck and Tigger from Winnie the Pooh; those were evolved in the same generation as their pre-evos.

okay, i do have a question that is BST related; how will we alter biases if a new type gets added? obviously adding steel would make a poke more defensive (for the most part), flying would make a poke probably faster and more offensive, etc.
will there be guidelines drawn up for this or will we all just do stat submissions as with CaP?

Stat Submissions.

New types don't usually do anything outside of the ordinary, or they do something so drastic as to be removed from consideration. Most Metal Coat evolutions are like that. Onix loses a ton of speed when evolving to Steelix, but everything else goes up by a substantial margin. Scyther and Scizor have the same BST so Scizor is an evolution only in the broadest sense of the word.

Nosepass -> Probopass gains a Steel type, but all stats go up. Same with Pineco -> Forretress and Prinplup -> Empoleon.
