Yes. It is that time again. With the release of the new site and forums it is time for the second Official Smogon Tournament. However, my dear friends, this time there is a twist. I, out of my own pocket, will be purchasing prizes for this tournament to give to the top three competitors. Before I get to that, let me make a few things clear:

-Do not join this tournament if you are not willing to follow it the entire way through. If you drop out or go inactive because you 'are bored' or 'don't want to play anymore' expect to be banned from all future Official Smogon Tournaments. If you lose your Internet or something else unavoidable happens, we can deal with that as the situation arises.
-Do not join this tournament if you are planning to use a mono-type or UU team. To keep the competition up at one level without a bunch of joke entries we would prefer everyone to use standard "OU", if you will, teams. I am sorry, I don't care how much your Mantine kicks ass, I will be annoyed if you enter just to lose in round one with a UU team.
-Do not join this tournament if you don't know enough English to even read all this information. You must be able to read all of this, post in passable English and, finally, be able to arrange times to meet your opponent to battle. If you cannot you'd better find a HUMAN translator willingly to help you whenever you need it.
-Do not join this tournament if you do not know how to use NetBattle. This may sound silly, but since I've posted this at forums such as Nintendo's NSider boards, it needs to be said. If you've never Competitive Battled in your life you might not do well, but if you can use NetBattle fine join and support your boards!

PRIZES: A first for Online Pokemon Competition. Real cash prizes.

Grand Prize: One of the following: Pokemon XD, Pokemon Colosseum, Pokemon Sapphire, Pokemon Ruby, Pokemon FireRed, Pokemon LeafGreen, Pokemon Emerald AND a Smogon.com T-Shirt (if I have a place near me where I can get them made. More on T-Shirts as it develops). If you do not own a GCN, GBA SP, or a system to play any of these games we may work something out in the event that you win. Please be honest with me. The point is to promote Pokemon playing obviously.

You also get a special forum image (like CrazyStarwolf's from the original tournament) showing that you won.

Second Prize: Pokemon Emerald Players Guide AND a Smogon.com T-Shirt (see above). You might not think they're useful, but actually the one I got in Seattle I've used quite a bit. Handy to look at when you don't want to sign on to NetBattle or aren't on your computer.

GOALS OF THE TOURNAMENT:

-Obviously a main goal is to promote Smogon.com's new site redesign and new forums. I won't even lie about this.
-Breathe life back into the Tournament scene by actually having tournaments people will be proud and/or want to win.
-Minor inter-forum competition. While this isn't a team tournament, and Smogoners will be matched against other Smogoners or what not, be sure to let us know if you come from Smogon, PokeRealm, Nintendo NSider! We want to know who has the highest percentage of top competitive battlers!
-Have fun! Yeah, I sound like a complete idiot now, but honestly, a healthy dose of competition never hurts to stir things up. I find this fun and you should too.

TOURAMENT LAYOUT AND RULES:

This tournament will contain 128 participants. Yes, you heard me. 1-2-8. Let's make this awesome, guys.

-64 slots will be reserved for Smogon Regulars. It is our tournament and thus we reserve the right to make sure our own members get the majority of the slots. The definition of a 'Smogon Regular' is as follows: Has a Smogon.com Forums account and has used it. While this is vague, yes, this will fall under the sole judgement of myself and the other tournament directors (listed later). If less than 64 Smogon Regulars sign up the extra slots will be given to whoever.
-The remaining 64 slots will be given to people who sign up from any forum. it is first come first serve. I hope you understand this. If more than 64 non-Smogon Regulars sign up there will be a Waiting List. Any unused spots from the Smogon Regulars block will be given to the people who were put on the Waiting List first. Once again, this is standard and fair.
-If 128 people are not obtained, we will simply lower the amount to 96, 64 or whatever is deemed suitable. This will change the rules, of course, and the tournament directors will post more information if it is required if such an event takes place.

Rules:

-Single Elimination. You lose and you are out. No exceptions.
-Battles must be completed by the assigned deadline for each round. If they are not, the tournament directors (most likely myself) will decide. More information will be posted further down in this post to show how you should go about proving you've tried your best to get your opponent to battle.
-No Ubers: Mewtwo, Mew, Lugia, Ho-oh, Kyogre, Groudon, Rayquaza, Latios, Latias, Deoxys (all forms), and Wobbuffet are banned. You may not use them. Celebi and Jirachi, as defined by Smogon's metagame, are not Uber and therefore allowed.
-Species Clause: No using more than one of any species of Pokemon. Sorry, no two Metagross.
-Sleep Clause: No two Pokemon may be asleep at the same time. This is enforced when battling on Smogon's NetBattle Server.
-No OHKOs: Sheer Cold, Horn Drill, Guillotine and Fissure are banned.
-No Evasion: Double Team and Minimize are banned.
-Self KO Clause: You may not use Explosion, Selfdestruct, or Destiny Bond with your last Pokemon. This is to stop people from using these moves to force the battle in a draw.
-PP Ups: MUST BE ON. No exceptions.
-Battle Timeout: Must be on. This is enforced on Smogon.com's NetBattle server.

IN THE EVENT OF A DISCONNECTION THAT GOES PAST 5 MINUTES (ie the Battle Ends due to Battle Timeout) THEN THE PLAYER WHO DID NOT DISCONNECT GETS A CHOICE. HE/SHE CAN ALLOW A REMATCH IF HE/SHE DESIRES. HE/SHE DOES NOT NEED TO DO THIS. IF THE REMATCH IS DECLINED BY THE REMAINING PLAYER THAT PLAYER WINS. THIS IS HARSH BUT NEEDED TO AVOID ABUSE.

SHOW THAT YOU'RE TRYING TO CONTACT YOUR OPPONENT. I cannot stress this enough. Post in here that you're looking to arrange a time AND PM them on the forums. Don't just assume I know that you're looking. Once you have arranged a time, both of you should post in the pairings topic agreeing on that time. When that time rolls around, post again to show that you are online at that time. Thus, if one person is not there at the agreed upon time, you will have posted and they won't have. Simple, yes?
