Are there any others besides Hippodown and Tyrannitar that gets the ability to start sandstorms??

Also there is an abilities option for prefixes.

No, no new pokemon (or new dream world abilites) got sandstorm, so only Hippopotas, Hippowdon, and Tyranitar will have sandstream for gen V.

Sandstorm is going to be even bigger than last gen. Lots more abilities to abuse it, and the two sandstreamers are still big ou threats

hail wasn't buffed. The 1.5 boost to ice moves and ice type's defense was a myth.
