Yes, Surf is good for the offensive Gastrodon. Also, Gastro doesn't get Hydro Pump (although it should).

If you're using an offensive gastrodon, then i have a few ideas. Firstly, i'd replace toxic with ice beam, or maybe recover, because it's a shame to have a bulky pokemon that can't heal. Secondly, unless he's a full-on rain team supporter, why not just have him run Life orb? (And if he is, why not just make him bulky and replace one of his regular moves with rain dance?)
