You shouldn't set the IV frame that high. I generally don't go any higher than frame 6 for IVs. Also keep in mind that walking in areas with wild Pokemon advances the PIDRNG meaning you might overshoot your target PID frame before you finish your steps.
Frame 1 is best for IVs so you don't have to do any steps.

OHH I thought that it was on PID frame 326 and IV frame 1. That probably doesnt even make sense.. I was under the impression I had to chatter around 300 times!!

I was watching a video about how to do RNG, it mentioned not to press any button. Does that affect the seed much?

Because I have two chatots with a recorded sound and I was going to do something simple and moved the frame 169 times. Then I sweet scented to get a pokemon appear, and the IVs were not even close to what I wanted.

The spread was 31/31/31/31/31/0
and I got was 24/14/28/13/17/29

Did I miss count or did I press something in the loading screen too soon?

You should only press buttons if your seed has keypresses. You can change keypresses under "5th gen DS parameters setup." 2 or 3 keypresses is best for more results. If your seed has keypresses you hold them immediately after pressing A to load the B/W cartridge and you hold them until the game freak logo comes on. If no keypresses you simply wait until the game freak comes on before pressing any buttons.

Also we can't tell what you did wrong. You need to post a lot more information than that. Seed, keypresses (if any), date/time, Target IV frame, target PID frame and possibly your parameters are needed to figure out what happened.

You could have just gotten your alternate timer0 but what IV frame are you trying to get? Is it on Frame 1 or are you having to walk around first?

169 is your IV frame not your PID frame. IV frame is advanced by walking not by Chatot. 169 is way too high. You'd need to walk 5376 steps with 4 Pokemon in your party to get to IV frame 169. Set the max IV frame much lower.

That's what I figured. I would never set the max Frames on the Time Finder Window to more than 6 for captures. Since you are starting, I would just stick with a min/max of 1 (I prefer it anyway). You have the IV frame confused with the PID frame. Once you find a good seed on frame 1, you will right click it, select Copy Full Seed to Clipboard, and paste it into the main window of RNG Reporter with the method set to Method 5 PIDRNG. Those are the frames you use Chatots to advance. If you'll send me a VM once you find a seed on Frame 1, I will be happy to help walk you through the rest the first time.

According to Kaphotics, White Forest RNGing is not practical on a DS. Just catch Porygon and RNG breed it.

Just use Chatter. It should record a blank chatter which still advances the PID frame. If you want to know if your Chatot is working properly look at the Upper/lower seed (Seed2(U)/Seed1(L)). If the value changes when you view Chatot's summary that means it working properly.

Ok I'm going to try to breed a shiny instead. But the tab says 4th/5th gen shiny egg and there is no box to click for shiny, are they ALL shiny??

Yes, all the results you get will be for shiny eggs.

Eggs start on frame 8 for IVs and you shouldn't be advancing the IV frame. The shiny egg tab uses only frame 8 for IVs. The min/max frame you see is the PID frame. Set min frame to 60 and max frame as high as you want. I find 200 is good enough.
You should save in front of the daycare man not inside the house. There's a breeding guide in post 3 and a video from bearsfan. Ignore the searching parts, pay attention to the rest.

Expand the VFrame to 0 - 40, Timer0 from 000 to 999.

And no, don't use the Soft Reset option. I'm really guessing it's your VFrame though, you have to expand it. Mine turned out to be 2D, initally my search was only up to 20. So that makes a big difference.

Yes, it's right. for shiny or specific PID hatch you have to abuse also the PIDrng, remember that.
