Start off with a Thunder Wave, Spritz. We don't really need the speed drop, but the more we can reduce the chance for those nasty bursts of fire the better. Next, Rain Dance to throw up another layer of protection against Harvey's fire, and follow up with a Discharge to get the damage started!

Spritz sees the big bad larva heading his way, and does not like it one bit. He emits a wave of electricity, hurting Harvey's spine and paralyzing him. Harvey responds by shooting some poison out of his mouth, right at Spritz, getting into his blood. Spritz does a funny dance, causing rain to fall on the arena, right before a huge a fire is sent right at the tiny spider. Spritz shoots electricity out in all directions, hitting Harvey directly. This electricity helps keep him paralyzed, and Harvey can't do anything this action/

Spritz is quick to shoot of a yellow web at Harvey, flowing with electricity. Harvey responds by shooting a large lame at that poor tiny spider. Spritz charges up some electricity, and then disperses it out in all directions, hitting Harvey. Harvey does some fancy stuff, flying through the air, then hitting Spritz. that was too much movement considering Harvey's paralysis, so he couldn't even move! Spritz repeats his last action of bursting outwards a bunch of electricity, but feels the pain of poison in his blood.

Let's try to get a bit creative.

Morning Sun to start and use one of our recovers, then a combo of Acrobatics and Zen Headbutt, where you fly up in the air (flips optional) and come back down headfirst with psychic energy!
 
Alright Spritz, our competitor is gonna try to stall us out with that poison, but luckily the weather is still in our favor. Press on with another Discharge, then deny him his combo with a Disable on Acrobatics. Give him one more jolt with Discharge to clear the round!

I decided that Harvey would just use Zen Headbutt. I'm not sure if that is the correct thing to do, but for now that is what I am doing.

Spritz releases electric energy out at Harvey, who takes in the sun, which there is little of right now. Spritz gets into Harvey's head, and prevents Harvey from doing fancy tricks in the air. Harvey rushes at Spritz and headbutts him, but it seems like he was trying to do more. Spritz lets out more electricity at Harvey, who doesn't do anything.
