Here we go, two trainers having a battle on the Battle Subway with their respective Electric CAP.

Electric: Electric STAB; 50% reduction in paralysis chance from other electrical attacks, perfect accuracy and 30% chance of Protect breaking Thunder during Rain. Superior senses in power plant environments.
Dragon: Dragon STAB; More in touch with legendary or special auras in arenas. Able to use Hyper Beam and Giga Impact without losing focus.

Abilities:
Shield Dust: (Innate) This pokemon has dust covering the outside of its body that prevents opponents secondary effects from taking place (eg burn from Flamethrower). It does not block direct status moves (such as Thunder Wave.)
Static: (Innate) This pokemon’s body is surrounded by an electric field that has a 30% chance of paralyzing opponents that use contact moves on this pokemon.

Alright-let's start off by Imprisoning Thunder, Substitute, and Charge! After that, use Earthquake and Ice Beam!

If Cyclohm uses Taunt turn 1 or 2, Detect it, then use Copycat the action right after to launch it back at him, regardless of whether he Taunts you a second time!

And yes, according to Rising Dusk this IS a legal substitution.
 
Brandon merely smiled. "He's going easy on us! Let's start by enabling Sheer Force! Now that you're ready to go, lead off the round with a Magnet Rise! Next, set up a Light Screen to ease the damage of those Ice Beams, then finish off with a Thunderbolt!"

Summary:

No, enabling Sheer Force doesn't take an action.
 
Umm... I don't know why that wouldn't be a legal substitution or why I would think enabling Sheer Force took an action. Come on, I'm not that much of a n00b.

The subway has taken off, and the trainers have each sent out their Pokemon for a showdown. On one side is Flamestrike with his Cyclohm, Shockstrike. On the other side, Tortferngatr with his Krillowatt, Float. Float being the faster Pokemon, he seems to be making a mental connection to Shockstrike using his antennae things, Imprisoning some moves they have in common (Thunder, Substitute, and Charge). Shockstrike focuses on creating a Magnetic push against Earth's magnetic field, causing him to Rise. Float, seeming to not realize that Shockstrike is levitating, causes an Earthquake, not effecting Shockstrike in the slightest. Shockstrike takes this opportunity to create a Screen of Light, softening any non-physical attanks coming his way. Float proceeds to shoot a Beam of Ice at Shockstrike, but the Light Screen seems to have reduced the beam's force significantly. Shockstrike finally goes on the offensive and sends a Bolt of Thunder at Float, with more power than the blow Shockstrike just took.

Well, both contestants still have more health than many Pokemon start with, so this has the potential to be somewhat of a long match.

The subway is on its way to its destination, and the battle is raging. Shockstrike is suspicious of the fact that Float isn't moving first, but just decides to follow his trainers orders anyway and fire off a Bolt of Thunder at Float. Float then Mirror Coats the hit right back at Shockstrike! Float focuses and Detects Shockstrikes's next move, and as Shockstrike charges at Float with a Volt Switch and Float moves out of the way, and Shockstrike darts back to the othr side of the subway car. Shockstrike again notices that Float does not move first, and knows what coming. But Pokemon are loyal creatures, so Shockstrike fires a Thunderbolt at Float. Float proceeds to fire back the hit with more power with Mirror Coat.

The last time Victor had issued these actions, Brandon had no problem with them. This time though he couldn't take advantage, as he needed to wait for the earlier moves to wear off. However, he thought about Copycat. According to the description he had read, it targeted the same target as the attack being copied. If this was right, then if Victor's substitution was triggered then he would just end up taunting himself. Even if that wasn't the case, Brandon wasn't too fussed if Shockstrike ended up taunted, and Krillowatt would use up a lot of energy doing so, forcing it to chill while Shockstrike continued to pound at it. His mind was set. "Alright Shockstrike, first I want you to Slack Off, then Taunt Krillowatt! Finish off with a powerful Thunderbolt!" Now muttering to himself, he said, "Let's see if this works..."

Summary:

Float immediately sees that Shockstrike has broken free from the Imprisonment of a few moves, so Float just Imprisons them again! Shockstrike takes the opportunity of the krill not attacking to Slack Off and recover some health. Float Detects Shockstrike's next move, and Float gets ready to protect himself. Shockstrike mercilessly Taunts and makes fun of Float, even insulting his mother! Float decides to be a Copycat and makes the same remarks right back, but Shockstrike seems to be taking advantage of this rambling by going on the offensive and hits Float with a Thunderbolt.

As this round begins, Float realizes the danger that he is in with the vulnerability of chilling and the risk of low energy. So Float tries to make himself less vulnerable by sending a Ray of Confusion at Shockstrike. Shockstrike is now as confused as possible (I don't remember, intense or something. It's 4 actions.), but fights it off and shoots a Bolt of Thunder at Float. Float is now very worn out, so he takes a chill pill and regains some energy. Shockstrike is for some reason so perplexed by this that he accidently hits himself instead of Float. Float then triggers an Earthquake, but it doesn't do as much damage to Shockstrike as Float hoped. Shockstrike fights off the confusion for one more time and hits Float with a Thunderbolt.

Hmm. Well, this will be helpful if I face Flamestrike in the tournament. Note to self-avoid using that Substitution outside of turn 1, when the enemy is most likely able to Bide and you most likely aren't.

It sure seems like this is going to be the last round. Float shoots an Ice Beam at Shockstrike, knowing that this is over. Shockstrike sends a Thunderbolt back at Float, and Float flops onto the subway floor. And just on time, it looks like we have reached our destination!

This was a pretty close match in the end, but Flamestrike came out on top. Claims:

Pretty sure Krill doesn't get a KOC lol, but oh well. GG Tort, but I think we've proven that Cyclohm is the best electric CAP :P
Unfortunately Krill hard counters it but I can live with that :P
