Needs a writer!

[Overview]
  • great typing, both offensively and defensively
  • strong, bulky, moderately fast
  • sand veil makes it a cheating cunt
  • probably the best physical dragon in vgc
  • needs to watch out for faster dragons and fast ice-type moves
  • outrage sucks, so relatively weak STABs

  • Dragon Claw primary single-target STAB
  • Dual Chop is less accurate, but can break Subs / Sash and has a higher chance to crit
  • Earthquake is good spread coverage, just be sure to have teammates immune to it
  • Rock Slide hits things like Thundurus, Togekiss, etc
  • Fire Blast to hit 4x weaks (and ONLY 4x weaks) like Ferrothorn and Scizor
  • Substitute to fish for misses or abuse free turns. (Remember, Sand Veil is your god)
  • Protect is Protect as always
  • Yache to survive Ice Shards and random HP Ices, or LO for power but less survivability. LO + Sub generally not advisable.

  • Bisharp deserves a special mention here as it beats on Latios/Cresselia and makes the opponent more scared to spam Icy Wind, and if they do then Bisharp becomes a serious threat to wreck house.

  • Stuff that beats up on Cresselia: (TYRANITAR), Heracross, Scrafty, Escavalier, etc.
  • Stuff that beats up on hail; rain: Metagross, Scizor and Amoonguss, Breloom, Thundurus, etc. respectively

Would suggest 12 HP EVs if using Substitute (not on the bulky spread though), since it brings Garchomp's HP up to 185 and lets it make up to four Subs. EVs taken out of Attack of course.
 
Outrage isn't the worst if you can isolate the Pokemon that you want to target with it. An example would be Sky Drop. By the way, is that legal as of BW2 or has it not been fixed? And are there other moves like Sky Drop?

Sky Drop is banned in VGC 2013 for the same reason it is in VGC 2012. And no, there aren't other moves like it.

Mention Outrage in OO, it deserves that much at least. Escavalier is another good teammate if you have chomp on a semi-TR team due to its resistance to Ice and Dragon and ability to OHKO Cress.

Not much else to mention, Lando-T gives it some stiff competition in this current metagame but chomp still has its shining moments.

you know, i couldve sworn we had a checks and counters thing, but I dont see it. mons to include:

-ice beam/wind cress
-ice gem mamoswine/abomasnow
-weavile
-scarf cloyster
-landorus-T (intimidate/eq immune) and lando-I (hp ice)
-latios/kingdra/scarf mence/scarf hydreigon (no haban)
-rotom-w, rotom-F
-random stuff with ice moves
-trick room
-sableye/dusclops

You've mentioned Rough Skin + Rocky Helmet in OO, but Rough Skin deserves a mention even without Rocky Helmet. If you're not using Garchomp with Ttar or Hippo, then Rough Skin is the superior ability. You could then go on to mention Rocky Helmet alongside it.

You could also mention Dragon Tail in OO to stop TR, and Bronzong in Counters/Check as it resist Garchomp's STABs (it's rare but not unheard of, and it's useable).
 
Would Togekiss work as a viable partner to Garchomp?

-Bulky Follow Me support lets Garchomp get a swords dance boost
-Tailwind/Thunder wave as speed control
-Helping Hand? (maybe)
-Paraflinch is still annoying as hell
