No, Dragon Rage is fixed damage, meaning it doesn't get modified by anything at all. Not STAB, not weakness/resistance, not rank difference, not sandstorm, nothing.

Alright, behemoth, we're almost done so lets help Sharky out as much as we can. Since Hydro Pump has already been disabled, batter Rebble with a trio of Dragon Rages.
 
That 10 Damage will be canceled out by the adoring kids, so let's show no mercy! Ancientpower-Mud Shot-Acupressure

Not sure if you can use a move like Acupressure after the opposing Mon's already been KO'd. If you can, great. If not, whatever. If the first Mud Shot misses, replace it with another Mud Shot

Okay Rabbi, here we go! Start with Mud Shot. If it hits and lowers his speed, his evasion will also suffer. Now, follow up with Paleo Wave and hope for that attack drop! Finish the round with acupressure and let's pray we get lucky! If Gible uses Outrage, promptly disable it and shift your actions to the right.
 
In addition, if I recall correctly, STAB moves cost 1 less energy than normal, so Ancientpower should have cost 3 energy instead of 4.

Oh crap, forgot about the stadium thing. Changing moves to HC ~ Iron head ~ Iron Head

Pretty sure I'm allowed to change since the moves are banned in the first place and not simply disabled.
 
Spenstar, Technician increases the energy cost of <= 6 BP moves by 1, cancelling out the STAB energy reduction. It's also why Mud Shot costs 5 energy instead of 4.

Rabbi is still faster though and Shoots Mud at Sharky to slow him down even more, while the Gible Hones his Claws and his fin, making them sharper. Rabbi fires a Paleo Wave through the sand towards Sharky, but misses by only a few inches. Sharky charges forward with an Iron Head that knocks Rabbi down and catches it by surprise. In fact, Rabbi is so surprised that it doesn't even do anything before being hit by a second Iron Head from Sharky! How much longer can this Rebble last?

Okay Rabbi, time to show off that brilliant Jewish trickery that is in your namesake! Pretend to disable Iron Head, which will get Gible to use Outrage, but instead, use Paleo Wave. NOW Disable Outrage! Finally, use another Paleo Wave; we REALLY want that attack drop!

edit: If the plan didn't work, replace the second action with Mud Shot
 
Sorry Spenstar. It wouldn't be using Iron Head or Outrage until you completed your action, which would be using Paleo Wave. At that point, knowing that you hadn't disabled Iron Head, Sharky would use Iron Head.

Rabbi begins this round by trying to trick Sharky into believing that it has disabled Iron Head. However, Sharky doesn't feel like it has forgotten how to use the move, and upon seeing Rabbi firing another Paleo Wave and getting hit by it this time, he knows that it was all a ruse. Sharky continues the Iron Head barrage unhindered. Once again, the ferocity of the attack scares Rabbi into not moving, which proves to be its downfall as one more Iron Head knocks it out for good.

Spenstar sends out his final pokemon: Puff the Monohm. Angry at having to face another dragon, Sharky goes into an uncontrollable Outrage. Puff manages to perform a Rain Dance before the first hit, and then she fires off two Dragon Pulses. The two dragons continue fighting and, despite his initial disadvantage, Sharky appears to be gaining the upper hand ... until a discharge from Puff's cloudy body causes his muscles to spasm. He still finishes off his attacks, but he may have trouble executing later ones due to a combination of delirium and paralysis.
