Ability Capsual and event pokemon

I've been wondering this for awhile but most event pokemon (Mainly some from gen 3) have certain moves and as such we can only use a certain ability with a pokemon with those moves, as their second ability was introduced until gen 4. A good example of this would be Wish Kanga, and early bird. i was wondering if it was possible to ability capsual that pokemon to scrappy ( i know hidden abilities are excluded) but if this were the case wouldn't this allow kanga to have wish with scrappy in x and y?

Scrappy is Kangaskhan's second ability. So yes, you can use the Ability Capsule to change Early Bird Wish Kangaskhan into Scrappy Wish Kangaskhan.
