  • Freeze-Dry is a move only few Ice-types are blessed with, and Articuno is one of them, allowing it to hit Water-types giving it extremely good coverage for a move you are possibly being locked into
  • Ice Beam is used as the main STAB as Freeze-Dry only has a 70 Base Power, because at times you need to extra damage to deal the finishing blow or weaken the opponent's Pokemon enough for something else to come in and revenge kill

Are you still working on this BadPandaPancham ? I'm pretty sure that Scarf Articuno is OO at best, so unless you can give me some satisfactory reasoning for it, it should not be on the set. Scarf Articuno is still not that fast, is rather weak without a boosting item, is not that bulky without recovery, and is just plain outclassed by Rotom-F as a Scarfer. Offensive Articuno seems best with Freeze Dry, Hurricane, Roost, and either Substitute, Ice Beam, or Hidden power Ground/Fighting as the last slash.
