The new substitution rules have now been properly implemented and some sections of the what is sub section in the handbook have either been altered or removed to accompany the new changes. Shoutouts to Frosty for helping me implement this and telling me what to change and whatnot.

Changes are effective... well... immediately.

If anyone has a less wordy solution please let me know.

Also I added a bit under attack clauses for substitutions that explicitly says (and confirms) that you can substitute for a Pokémon being a specific type.

These changes are effective immediately in all new battles and challenges.

Dogfish's post-headache change was causing me a headache due to actual changes in trigger requirements (instead of merely in wording) and due to deviating from in-game as far as consumption timing goes.

This was reverted and clarified. Battles started up to this post use the old description below.

At the start of any action, you can activate this item prior to any attacks being used, selecting one of the below effects, immediately consuming this item. If the activator is struck by an opposing Pokemon's attack in the action this item is activated, the selected effect activates.
1: Guarantee that the opposing Pokemon cannot dodge the Pokemon's next action
2: Force the opposing Pokemon to switch out at the end of the round to another of the opposing player's Pokemon at random (Cannot be chosen if Switch=KO or the opposing player has no other available Pokemon)

At the start of any action, you can activate this item prior to any attacks being used, selecting one of the below effects, immediately consuming this item. If the activator is struck by an opposing Pokemon's attack in the action this item is activated, the selected effect activates.
1: Be guaranteed a successful dodge against the opposing Pokemon's next action
2: Switch out at the end of the round to another of the player's Pokemon of their choosing (Cannot be chosen if Switch=KO or the player has no other available Pokemon)

I added Fairy Gem into ASB data. It's the same as the other gems in cost and effect, except it applies exclusively for Fairy-type attacks. It exists in the game code and no one on IRC opposed this so it is now in the NDA and can be bought by anyone starting now.

The following changes have been made to the system:
  • The +3 CC rule for Pokémon that already start fully evolved has been dropped.
  • The cost of Nature Changes have been dropped from 7 CC to 4 CC.
  • All moves that a Pokémon learns by methods other than level-up (except for Pledges) now cost 2 MC to learn.
These changes are effective immediately.

Not that big a change, but I have gone ahead and defined a new type of item class for those transformative items that allow Pokémon to hold other items ingame:

Attachments

Alongside the above, there are also items called Attachments. Attachments are special items that can be equipped to certain Pokémon that allows the Pokémon to transform into an alternative Forme. For example, equipping a Rotom Wash Washer to a Rotom allows them to transform into Rotom-W. These items work differently to other items in that they do not count as held items when equipped by the affected Pokémon. This allows the Pokémon to equip another item in addition to an attachment. This also renders the item immune to all forms of item removal and item negation, and moves that get a BAP increase against item holding targets do not get an increase against targets with these items provided they are not holding another item. Only one Attachment can be equipped to a Pokémon at a time. These items can be attached to a Pokémon, even in Items = Training and Items = Off matches.
The items that are now Attachments are: Rotom Cut Mower, Rotom Frost Fridge, Rotom Heat Toaster, Rotom Spin Fan, Rotom Wash Washer, Rockstar Costume, Belle Costume, Pop Star Costume, PhD Costume, Libre Costume, Gracidea, Reveal Glass, Light Stone, Dark Stone, Prison Bottle.

This change is effective immediately and should have no real impact on anything, just a full clarification and definition.

This was added to the handbook:

"After your orders are posted, is it possible to edit them freely within a certain time frame. Outside Roleplay-tagged matches, The Legend Run and Raids, that time frame defaults to 1/3 of the DQ interval, unless otherwise specified on the battle rules. During that time, the player is free to edit the orders as they please, without being locked by the following player's orders of the referee's reffing. The only exception to that rule is DQ. Your "freedom to edit orders without being locked" period, should not extend your DQ time. If your DQ kicks in first, that edit-freedom is automatically nullified. It is advised that refs and players wait for the edit-free interval to end before posting their orders or reffings."


I didn't include what happens if the guy/gal edits after the period because, quite frankly, I didn't get it from the discussion nor the voting (the voting certainly doesn't mention it). If someone could enlighten me on that, that would be great.


Regardless, these rules are valid on all future orders in ongoing and future matches.

Training Items will only grant their respective bonus counters if equipped right at the start of sendout, and will no longer grant counters if swapped via using moves. This affects all battles after the timestamp of this post.

RageCandyBar was hotfixed and now is described as follows:

This may be activated at the very begining of any action by the player without using the action. When activated, this item is consumed and the Pokemon gains a one (1) rank bonus to Attack, Defense, Special Attack, and Special Defense and a 25% (x1.25) bonus to Speed, rounded up, for six (6) actions or until switched out. If the action is pushed back, so is the activation of this item, unless otherwise specified.


Changes are:
1) Activation happens at the very begining of any action (the first thing to happen) chosen by the user
2) If you push back the action when the activation is to happen, you are pushing back the activation also, unless you specify otherwise on the sub.

this is valid immediately.

By default, Klutz can allow Pokemon who also have No Guard to ignore the latter's evasive penalties, resetting incoming moves to normal accuracies. This will take effect too, on battles started after the timestamp of this post.

Clarification for multiple Switch-Forcing moves in the same round and Orderset-Locking has been rewritten in the Handbook thread (aka Handthread):
If a switch-forcing move is used in a battle with the Switch = OK switch method, the move's switch effect doesn't happen until the end of the round. These moves can change who orders first in the next round and who orders second:

Only One Side using Self-Switching or Switch-Forcing moves
THAT side gets to order first next round.

Switch-Forcing vs Switch-Forcing

"The trainer that orders a phazing move yields second order to their opponent in the following round." This means if using this move means forfeiting second move advantage, so both Pokémon get switched out for a random Pokémon, and whoever used their phazing move last (as in turn order of the round), their trainer will order first the next round.

Switch-Forcing vs Self-Switching

Like the above, it depends on what happened last. If [mon A] was hit by Roar after [mon A] used U-Turn, then [mon A] gets replaced by a random Pokémon and my opponent orders first (Roar nullifies U-Turn). If [mon B] used U-Turn after [mon B] was hit by Roar, then [mon B's Trainer] get to send in whatever he/she/it want, but orders first next round (U-Turn nullifies Roar).

Self-Switching vs Self-Switching

"... however the trainer that commanded U-turn must attack first." Again, this translates to the above "if I use this move, I forfeit second move advantage". So what happens depends on who uses U-Turn last, where the turn order becomes: First U-Turn user sends out > Second U-Turn user sends out and orders > First U-Turn user orders. This is also consistent with in-game where if both Pokémon use U-Turn, the first user sends their replacement first and then the second user sends their replacement last.


The general rule being: which switch-forcing move happens last, dictates what happens by overwriting all previous switch-forcing moves' effects, and takes precedent to order first for the next round.
