Discussion is effectively over, now is the time to vote. If you would like to provide reasoning you may do so, however do not attempt to re-argue old battles or go after another position. Do not abstain from any votes, it is your responsibility as a committee member to make a choice. There is no decision cannot be reversed at a later date if it is deemed to have negative effects.

Choose 1 option for how often the SotG will take place:

The standing committee members will be rotated out after their second SotG.


Stat System:

There have been a ton of discussions on this, positive and negative. I have received feedback from a great number of users and here is my decision:

There will be two votes on the stat system.

Stat Vote 1: Upper Level changes.

A YES vote would adjust the upper portion of the Stat System to be implemented as:

121-140: ***** 120 HP
141-160: ***** (+1) 125 HP
161-180: ***** (+2) 130 HP
181-200: ***** (+3) 135 HP
201+: ***** (+4) 140 HP
A NO Vote will leave the system as is:

126-155: ***** 120 HP
156-185: ***** (+1) 125 HP
186-215: ***** (+2) 130 HP
216-245: ***** (+3) 135 HP
246+: ***** (+4) 140 HP
Impact: This change would greatly benefit more heavily specialized Pokemon and provide a general buff to Pokemon with 121-125 in their stats. Pokemon with exceptional defenses already tend to get a little stronger, while pokemon with exceptional offenses get moved upward as well.

Stat Vote 2: Lower level changes.

Important Note on this vote: I have received an obscene amount of lobbying on this from both sides. I am not allowing this vote because I made a promise, nor because I find one side to have superior "logic" to the other. The original baseline was chosen because at the time I believed it to be a balanced way to make all Pokemon regardless of evolution level fairly equal. Several "Good" Cartridge Pokemon as well as Several "Bad" Cartridge Pokemon take a hit on this if implemented. Neither system is any more balanced, imbalanced, logical, or illogical than the other.

Sort it out amongst yourselves. I am leaving this decision to the people who play as to how representative of cartridge or anime play they want the game to be. Any system this complex is inherently going to favor some things over others.

A YES vote would adjust the ** rating from 56-95 to 61-95.

A NO vote would keep the ** rating at 56-95.

Impact: This change has widespread effects on many Pokemon. It tends to make defenses more realistically inclined with statistics as they are in competitive Pokemon. The shift makes Pokemon perform more realistically to their cartridge counterparts. It sets the baseline for the average Pokemon closer to fully evolved and further away from middle stage Pokemon.


Move Counters:

Vote 1:

A YES vote will adjust the Move Counter system to be implemented as:

1 MC: Level-Up Moves from any Pokemon at or below the current Evolution stage, Pledge Moves.
2 MC: BW TMs, BW Tutors.
3 MC: Egg Moves, Event Moves, Past Gen TMs, Past Gen Tutors
A NO vote will keep the current system:

1 MC: Any Level-Up Move the Pokemon or any of its previous less evolved forms learns in any generation.
2 MC: A BW TM.
3 MC: An Egg Move the Pokemon learns in any generation.
4 MC: A 4th Gen or earlier TM or Tutor Move.


Burn Mechanics:

A YES Vote will change Burn's mechanics to:

Burns are external injuries that can be inflicted on body parts or the whole body in three degrees of severity. A 1st Degree Burn can be compounded into a 2nd Degree Burn, otherwise there is no progression to or from burn states.

1st Degree Burn - reduces the damage done by a Pokemon's physical attacks using an affected body part by two (2).

In addition, the Pokemon suffers two (2) HP of damage per action.

Inflicted by: All 10% burn chance attacks (Flamethrower, Fire Punch, Tri Attack, etc.)

2nd Degree Burn - reduces the damage done by a Pokemon's physical attacks using an affected body part by three (3) points.

In addition, the Pokemon suffers two (2) HP of damage per action.

Inflicted by: Will-O-Wisp, Scald, Lava Plume, Fire Blast

3rd Degree Burn - a grievous burn that affects a Pokemon's entire body, reducing the damage done by all of a Pokemon's physical attacks by three (3) points.

In addition, the Pokemon suffers three (3) HP of damage per action.

Inflicted by: Ice Burn, Inferno, Blue Flare, Sacred Fire, Searing Shot
A NO vote will keep the mechanics as:
Burn reduces the damage done by a Pokemon's physical attacks by 50% (0.5x). In addition, the Pokemon suffers two (2) HP of damage per action.


Confusion mechanics:

Vote 1:

A YES Vote will change Confusion's mechanics to:

Confusion: When Confused, a Pokemon has a 50% chance to hurt itself in confusion (4 Base Attack power, applies the Pokemon's Attack to its Defense). Each Confusion level has a 1/3rd chance of being selected when it is inflicted. Confusion has three levels of severity. When a Pokemon hits itself in confusion or receives an attack with more than 10 Base Attack Power, its Confusion stage is lowered. Confusion is removed if the Pokemon is switched out.

Intense Confusion: Lasts for four (4) actions.
Severe Confusion: Lasts for three (3) actions.
Slight Confusion: Lasts for two (2) actions.
A NO vote will keep the mechanics as:

Speed Votes:

There have been many proposals on how to fix Speed. Since it is considered a systemic problem, it needs a systemic solution. Here is a consolidation of the proposals:

Vote 1: Speed Natures:

A YES vote would change speed natures to:

Positive Nature: A 15% increase (rounded up) in Base Speed and a flat accuracy boost on all attacks equal to its new Base Speed divided by 10 multiplied by its new Base Speed divided by 100.. (Formula: ACC Boost = (New Base^2)/1000 [Round Up] Cap: 30) This accuracy boost is added to their Dodge Command chance.

Negative Nature: A 15% decrease (rounded down) in Base Speed and a flat decrease in evasion and accuracy equal to 750 divided by its new Base Speed. (Formula: EVA Drop = 750/New Base [Round Up] Cap: 30) This Evasion reduction is subtracted from their Dodge Command Chance.

A NO Vote keeps the current system:

Positive Nature: A 15% increase (rounded up) in Base Speed and a +5% increase in accuracy (e.g. 85 becomes 90) on this Pokemon's attacks.

Negative Nature: A 15% decrease (rounded down) in Base Speed and a +5% increase in accuracy (e.g. 85 becomes 90) on an opponent's attacks.
Impact: This essentially nullifies the accuracy bonus slower Pokemon currently receive from boosting natures, while greatly increasing the negative impact of slow Pokemon that further boost their generally higher offensive and defensive abilities at the expense of their near-useless speed.

Vote Series: Speed Based Commands:

Dodge Command: Reduces oncoming attack's Base Accuracy by (User's Speed - Opponent's Speed) / 5. If a Pokemon has a +Speed Nature, its accuracy boost is added as a flat increase. If a Pokemon has a -Speed nature, its evasion drop is added as a flat decrease. Energy Cost: 5%

In Trick Room, the formula is changed to ((User's Speed - Opponent's Speed) * -1) /5.

Momentum Command: Increases the damage of a combined contact attack (ex. Momentum + Double-Edge) by 200 + ((User's Speed - Opponent's Speed)/5) percent. Capped at 300%. Energy Cost: 5%

In Trick Room, the formula is changed to 200 + ((User's Speed - Opponent's Speed) * -1) /5) percent. Capped at 300%

Thrust Command: Increases the damage of a combined single-target non-contact attack (ex. Thrust + Hydro Pump) by 200 + ((User's Speed - Opponent's Speed)/5) percent. Capped at 300%. Energy Cost: 5%

In Trick Room, the formula is changed to 200 + ((User's Speed - Opponent's Speed) * -1) /5) percent. Capped at 300%

Impact: These Commands provide an excellent new resource for faster Pokemon, most of which can boost their speed (which only enhances the effect of these commands). Dodge provides them a low-energy (if less reliable) way to dodge attacks, while Momentum/Thrust allows them to turn Speed into offense, given their defense is usually lacking. Ultimately they gain a lot of efficiency and have a Big Attack option that can usually break Substitutes of any size in one shot.
