    I have seen absolutely nothing that suggests that Rank 1 has just 1 Sub, Addtionaly, IRC confirms that every match in the Hall has 2 Subs.
    Not like that matters, since the first sub takes priority over the second one anyway lol

    Your RNG rolls are very unclear.

    In Round 1 the first use of Scald rolled a 5928 and didn't burn while the second Scald rolled 1874 and did burn. This leads me to believe you're rolling so that <=3000 is a burn. Your Scald combo rolled 9942 and still burned. Based on your precedence it should have needed to roll <=6000 to burn. Can you please clarify this.
