Actually, no. U-turn and the like normally switch the user out, but it wouldn't this time because Wingull used a combination a3, meaning that it would have to cool down a1 of next round. Because of that cooldown, you can't switch, and any moves that would force a switch fail. I think that this means that you don't need to order first the next round, too, although I might be wrong. This means that epicdrill still needs to order first and no switch happens.

Double Team does not have priority, but a same-move combination's priority is equal to the priority of the move doubled, minus 2 if the move priority is zero or less. That means that double team moved first at 0 priority, then Blizzard + Blizzard at -2 priority.
