The Weather is APOCALYPTIC because the ASB Arena has been destroyed and its the end of the world
(Apocalyptic Weather: pokemon are sent into a tizzy because they fear impending doom, thus all moves use 2 more EN than usual cost ((after STAB EN drop)) and their STAB attacks get +2BAP because their survival of the fittest instincts kick in)
Rubble is everywhere and thus Moves using external rocks get +2BAP because there's a lot more to use
Fire burns harshly everywhere, and the heat may hurt the pokemon (10% for each pokemon to recieve a burn at the end of the round)
