Bold zapdos HP ice

having trouble with creating my team as the shoddy team builder doesnt seem to allow certain IV's and i have no idea why...

any help getting my zapdos HP ice or explaining whats going on?

Legendary Pokémon have certain Nature / IV + Hidden Power restrictions. Select HP Ice and then reduce the Attack IV by 4 until the red text goes away.

thanks. does this take away 4 from attack tactic apply with other pokemon and hidden powers aswell :S
