I believe the two remaining choices are two of the three I didn't vote for in poll 1 :(
But Momentum, despite how vague the concept of momentum is, gets my vote.
Weather Slayer is pretty much like decentralizer but much more specific and until weather goes down in usage the Weather Slayer will be on almost every team.

Momentum is way too broad, and we should keep CAP to more specific aspects of the game. A concept like Momentum is too broad, it's like having "Typing", or "Offense" as a concept. Momentum is an integral part of the metagame, and doesn't need an pokemon specifically dedicated to it in order to be important. However, anti-weather barely exists in the metagame and would be maybe the most interesting concept CAP has done in a while.
