I think I would have voted the Water absorbing abilities ahead of Trace, anyway. lol. Mostly ordered based on decreasing potential impact to stats. The exception, Static, honestly seems like a Weak Armor-esque move in that it might incentivize certain things in the stats just to try to make it work well.
