Lapras V2 shouldn't have pre-evos, in my opinion

I feel like how there's a 'hierarchy' involved in things like the navy/naval warfare, you need to really work hard to get a tall, grand Pokemon like Naviathan. And Naviathan itself seems like a pinnacle of a well-earned evolution, it shouldn't just pop out of an egg as is.

Pokemon based on man-made objects tend to have two-stage evolutionary lines. I also like the idea of giving this titan one rather harmless Prevolution similar to the Gyarados line.

Naviathan's large size and three pairs of oars make a three-stage evolutionary line the most sensible to me. I'd also be all right with none.
