drought will just make it a better ninetails. even if it will help it, it will still be chosen on pretty much every sun team due to its ability. drought makes it a pokemon defined by the ability.

Drought doesn't allow us to adequately counter Water-types. With an SR weakness and vulnerability to all hazards except Toxic Spikes, we are easily 2hko'd in common battle conditions by offensive water types and possibly even defensive water types, depending on our stat spread. I also don't see how Drought deals with a rain team "as a whole" when Politoed switches into this with only a little more difficulty than it switches into Ninetales and this can't switch into Politoed at all (depending on the stat spread and EVs even Scarf Hydro Pump could 2hko in the sun) - you may be able to change the weather and that's nice, but without a water immunity, fighting against Rain is still going to be an uphill battle.
