I like where Drought can take CAP3, but I would prefer it to be the dream world ability so that we have the ability to use the egg move illegalities dream world provides in order to further differentiate the pokemon based upon its abilities (think making certain powerful moves only available to the Dry Skin/ability two group).

If only because giving it drought before allocating stats would make the stat spread focus on being able to switch it in and out multiple times safely, rather than exploring other possibilities first.
