...Think we could add DragonBreath to Monohm's levelup movepool? (heck, we could even make it level 26...) It isn't much, but in-game it would give Monohm a useful STAB before Dragon Pulse.

Secondly, think we could say Monohm evolves into Duchlom at level 33 and into Cyclohm at level 44? It seems more consistent with Ohm's general power level and (to a lesser extent) B/W evolution habits.
Cyclohm is still a 4th Gen mon for CAP's purposes, and as the creator of Cyclohm's initial movepool, I can tell you that's the reason Double Hit is at 22 and Tri Attack is at 33, those being the respective evolutions.

Dragonbreath is already an Egg move, and I'm trying not to upend the level-up movepool too much, that's what made Pyroak so powerful and perhaps Arghonaut too limited.

Effect: With the exception of moving Zap Cannon back and making Weather Ball available to the entire line, the level-up movepool is basically the same levels.

Twister was added to the front since Monohm's line are essentially weather incarnations, but otherwise it picks up no (Lv </= 25 Moves). Dragon Tail is added to the middle to keep some consistency, and then Dragon Pulse, Hurricane, and Weather Ball follow as upper level moves.

Spark and Thrash were added to the Egg Movepool, so Cyclohm can keep Spark (new 5th Gen Level-Up), it just needs to be moved to Egg (No effect on MC). New additions are Gust, Dragon Dance, and Dragon Rush. (Only Gust was not previously available).

Signal Beam has been removed from the Egg Movepool, however it still exists as a 4th Gen Tutor, which has the same cost. Simply move it from Eggs to Tutors if you already have it.

Echoed Voice has been removed from TMs. (2 MC)

Taunt has also been removed from TMs, as upon review Cyclohm never had it in 4th Gen. (2 MC)

Total MC Reimbursement:
If you had Echoed Voice, +2 (BW TM)
If you had Taunt, +2 (BW TM)

Duclohm and Cyclohm will effectively have the same movepools, save they'll add Double Hit and Tri Attack respectively, and Cyclohm's TM Movepool includes Bulldoze.

Cylcohm still possesses Leer, but Monohm and Duclohm have lost it (Level </=25). This affects starting Level-up movepools, which must now remove Leer and cannot contain Spark.
Spark has been moved from Level-Up to Egg
Signal Beam has been moved from Egg to exclusively 4th Gen Tutors.
Dragon Pulse has been moved from past Gen TMs to Level-Up.
Outage is now a Level-up Move exclusively for Cyclohm.
Hail has been added to Monohm and Duclohm's TM List.

I actually made this point before, but it was pointed out that it was incorrect. So I did a little research into it. While the CAP website does not have it in its movepool, the movepool presented in the CAP 8 - Final Product thread does actually include Taunt.

EDIT: Ah, yes, I had thought there was something like that, but I couldn't find it. But with a little more searching, I see that that is correct. Which mean I was right in the first place... So never mind.
 
Final products are outdated threads. The first 10. CAPs all had extensive movepool revisions more than a year ago in an attempt to normalize CAP movepools with in-game standards. That's why Draco Meteor Kril no longer exists.
