All the members selected in the Complete Movepool Submission thread should make a final submission to the TL. These submissions should be listed in the OP of the poll thread and voted on by the community. No alterations, edits, or conditional votes will be accepted. By the time the final movepool is polled, all competitive movepool aspects have already been decided. Therefore, the final movepool is really a vote of individual preference on what best fits the flavor of the pokemon.

Please BOLD-vote for the name of the original contributor. You may vote for up to three submissions. Although this is mostly flavor-based, it does have an extremely huge impact on the playtesting, so take the time to read through the movepools and make intelligent choices. I allowed the majority of the movepools through, but the ones that weren't allowed through were all illegal. Thanks to Magmortified for helping me sort through the movepools.

This movepool is complete for now, but I'll still take suggestions. I chose to not put in Hydro Pump to decrease the overpowering risk. Stealth Rock was also omitted for the same reason.

Volt Tackle, Morning Sun, and Haze are definitely viable. Weather Ball and Discharge are usable, but outclassed in many ways. Charge, Mist, and Dragonbreath are questionable, but certainly options. Thunder and Dragon Pulse are TMs. Tri-Attack is there for the lulz.

Omissions from the allowed moves list

Attacking

Bug Buzz--Not really that useful, and it does have Signal Beam if it really wants a Bug attack. It's also hard to fit in, as it has to be a level-up move.
Psychic/Luster Purge/Mist Ball--I'd like Rev to be a good check to more defensive versions. So no Psychic moves.
Ancientpower--This is hardly competitive, as HP Rock is certainly better. Flavor-wise, doesn't fit.
Zap Cannon--Couldn't fit it in, doesn't need it. Would have made it an egg move, but that has certain issues.
Flamethrower/Fire Blast--Dragon/Fire/Electric seems like a bit too good of an attacking combination without some drawback. But if people object to this a lot, I'd be willing to add Flamethrower.

Supporting

Yawn--I don't want this to have a sleep move, even Yawn. Toxic and Twave are perfectly good status moves.
Recover--The 50% heal moves seem like too much. It's already got great defenses and HP and a great attacking stat. I'd rather it didn't have perfectly reliable recovery.
Stealth Rock--Does it need it? No. Do I want it to have it? No.
Curse--This wasn't entirely intentional, but it didn't seem to need it and I couldn't really fit it in. I'd have given it Bulk Up, but it's not on the list.
Others--They didn't seem necessary, so I didn't try to fit them in.

Flavor moves

For flavor moves, I went with a sort of weather/nature theme. Hence moves like Icy Wind and Air Cutter, as well as EQ, Avalanche, and Rock Slide. Also why I'd sort of like Heat Wave to be its main fire move, although I do have competitive reasons as well.

I wasn't completely satisfied with the current sets, so I put one together. I took a sort of "everything" approach, so mine has considerably more viable options than most of the others.

There's Dragon Dance for novelty physical sweepers, and Hydro Pump for the same reasons Salamence gets it as an egg move. Most of the moves can be obtained from Salamence, Gust and Growth can come from Tropius, and Yawn comes from Kingdra.

Why Stealth Rock? Well, I ask you: Why not? It's a decent filler on any set, but it's not like it's going to be used much. Roost is a solid healing move. Blizzard wasn't on the allowed/unallowed list, but nobody's going to use it with all the Dragon moves anyway, and it's weather-related, so I included it for artistic reasons. I included the screens because that's the way the vote went. Vacuum Wave was always a move I wanted and the three Fire moves are because I didn't want to give it just one.

Not much here is competetive: only Draco Meteor, Knock Off, and Heat Wave. Heat Wave is compatable with Slack Off, so, if you really want Recovery+Fire, you can have it.


What this movepool lacks:
Flamethrower and Fire Blast-you have options for both consistant and high powered fire moves, so these were seen as uneeded, (though I really did want F-Thrower over Overheat in the egg moves)
Dragon Dance-People have an obsesion with this move. I decided to leave it out so you don't have to deal with the random DD set.
Volt Tackle-With no DD this is useless-so its not here obviously
Slack Off+Overheat-I didn't really like the prospect of these to powerful moves together, hence, they aren't. However, if you want healing, Heat Wave or Surf can take over the void Overheat left. Similarly, Overheat and Surf work together.
As for support, Cyclohm has plenty of it: Knock Off, Light Screen, T-Wave, Stun Spore, and Roar. All can work on a defensively minded Cyclohm. Reflect isn't included as, well, it doesn't really need it.


However, the most awesome move in this movepool is obviously Ice Ball. Its like rollout, except Ice-typed, and cooler. Cyclohm also learns rollout by tutor, so you could use a gimmick set like Ice Ball/ Rollout/ Curse/ Outrage. Fun stuff.

  • Flamethrower, Heat Wave, and Surf are the only competitive Water or Fire attacks. They offer the necessary coverage without being overpowered. Since Cyclohm should be leaning defensive anyways, I don't think the sweeper-esque high-powered attacks are necessary.
  • No other pokemon in OU can run Counter + Mirror Coat. Also, it'll be the only pokemon outside of Deoxys-D to run both + Recover, giving it a little more surprise and niche value.
  • No Volt Tackle. I could only put it in level-up, but the competitive moves there both outclass it, imo, and it would be a novelty otherwise.
  • No Zap Cannon. 50% accuracy means no one will use it.
  • Signal Beam > Bug Buzz because Bug Buzz could only be level-up and would take out one of my other competitive moves, and Signal Beam is tutorable.
EDIT: I caved and added Volt Tackle (gimmicky) and Power Trick (gimmicky) to level-up moves, Heat Wave (competitive), Aqua Tail (gimmicky), Aromatherapy (competitive-ish), and Yawn (not competitive) to Egg moves, and Psychic (not competitive) to the TM list. I traded in Slack Off for Recover in terms of insta-recovery so that it would remain illegal with Heat Wave and Charge but become compatible with Mirror Coat. Now this moveset is very diverse, catering to offensive, defensive, mixed, support, and gimmick sets.

Also, it can now run Counter + Mirror Coat + Recover, which would make it the only pokemon in OU to run Counter and Mirror Coat, and the only pokemon outside of Ubers to run both plus recovery. Let me know if that's too overpowered.

You may notice the lack of Surf. However, this all ties into my TM and egg moves. Essentially, if you just want the standard Water Attack, you can use Rain Dance, which effectively cancels out Tyranitar's Sandstream boost as well should you switch into Aqua Tail or something like that. This also means that Fire Moves do half damage, so I thought it was a nice way of keeping Flamethrower and a standard Water attack separate. Overheat on the other hand, is legal with Hydro Pump (an egg move, but I will dicuss that in the egg move section).

Both Reflect and Light Screen are available, together even, but one as an Egg move (Light Screen) and one as the TM (Reflect). People are getting very concerned over this for some reason, but I find nothing to fear. What makes many screeners so great is the ability to make an opening for a pokemon to come in, and I don't see CAP8 doing that. One problem I had in my first draft of this movepool was that Yawn was fully capable of doing this. I thought to myself how to remedy this, and I solved it. With Milotic providing Light Screen as an Egg move, and Kingdra providing Yawn as an egg move, the two can't be used together, meaning that as a Screener it either ineffectively sets up another pokemon, or can only set up and safely bring a pokemon into Reflect.

Other than that, other notable TM moves include Roar, Toxic, Hidden Power, Taunt, Earthquake, Overheat (which I will discuss later), Charge Beam, Thunderwave, Rest, and Sleep Talk. I did not include Psychic or Shadow Ball as I feel that bulky fighting types such as Machamp and (after playtesting) Revenankh could fare somewhat well against CAP8.

Here, there are several note worhty moves (and an odd parent; how is Arbok in the dragon group?) Anyways, a very interesting move here is Glare (a.k.a. Stun Spore, which technically Venusaur could have given it, but that seemed like too many egg moves and I felt that Glare fit better anyways), which you all know what it does. The Fangs are there for flavor as well (though Thunder Fang is in the level up list as well) as the three heads, three elemental attacks thing seemed cool, though I know full well that the Fangs wouldn't be seeing much use, even with Dragon Dance. Light Screen is here too, in place of being a TM, as discussed above.

Speaking of Dragon Dance, we see it legal with Outrage here. ResTalk DD Outrage could very well work, or just a standard set (though from experience ResTalk DD Stab is always cool).

Hydro Pump and Overheat are legal together, as with Overheat's SpAtk drop They both go down to Base 70-75. Plus, Hydro Pump has shaky accuracy anyways (I loathe using Fire Blast because of that 85 accuracy).

The most noticeable here are Draco Meteor and Ominous Wind. Draco Meteor means this thing has a powerful One Turn STAB, and Ominous Wind gives it a not as powerful option against Revenankh.

Anyways, this is only preliminary for my movepool, so if anyone has any suggestions I will greatly appreciate them. I will also explain other move choice later.
