Set details:
EVS 4 HP/252 Special attack/252 Speed. Item Life Orb. We give it a Timid Nature to increase it's speed.
This Celebi set evs are very simple.
252 speed to outspeed other base 100 Pokemon.
252 special attack for Power. And with Nasty Plot. And to ONKHO Rotom-W, Keldeo and Breloom.
4 hp are just there for stealth rocks.

Usage Tips
========
With Celebi's base 100 stats it can be a massive threat with a plus 4 nasty plot, and we give it a timid nature to boost his speed.
Psychic has 90 Power and has 100% Accuracy. One of it's most powerful stab attacks acompanied with Giga Drain.
Giga Drain has 75 Power and 100% Accuracy. This move is very important on this Celebi set. It's Celebi's only way to recovery.
Earth Power has 90 Power 100% Accuracy. It's also a coverage move on Celebi thanks to it's great offensive movepool. This move is basically for Fire Types and Aegislash.

Moves
========
Psychic is the other STAB move that Celebi can use instead of Giga Drain, and has its own unique advantages. Psychic lets Celebi deal better with Pokemon such as Thundurus-T, Breloom, Tentacruel, Conkeldurr, and Amoonguss, while still hitting some targets of Giga Drain for super effective damage, namely Keldeo and Terrakion.

Celebi has a harder time against Water-type Pokemon that can hit it hard, such as Life Orb Starmie and Choice Specs Politoed, because it cannot damage them quickly enough and may succumb to a critical hit or a freeze. If dealing with Water-types more reliably is of utmost importance, then use Giga Drain.

U-turn is a good move for any defensive Pokemon, especially Celebi, allowing it to be an excellent pivot and to scout for any Pokemon looking to kill Celebi with Pursuit, such as Tyranitar and Scizor. However, Baton Pass is preferred to enable Celebi to escape from Pursuit without taking damage.

Thunder Wave is another excellent move that helps Celebi deal with a multitude of Pokemon. The ubiquitous Scizor loves to switch into Celebi, and Thunder Wave cripples it significantly. Same goes for Latios, Latias, Hydreigon, Kyurem, Kyurem-B, and Dragonite. Finally, Stealth Rock is always an option, and Celebi is one of the most reliable users of the move and finds plenty of opportunities to set it up, but many Pokemon learn this move, and you should better utilize moves that are semi-exclusive to Celebi, or help Celebi more with its role.

Set Details
========
Specially defensive Celebi pairs well with Heatran, Celebi is a monster specially defensive.
A Calm nature to boost our Special defense 252 hp for bulk and 236 SpD for Kyu-B, Starmie.
20 speed to outspeed special defensive walls.

With its good stats, typing, ability, and access to Recover, Celebi is able to check a lot of threats, namely Keldeo, Thundurus, Sheer Force Landorus, Starmie, Rotom-W.
Celebi gives these Pokemon a really hard time to play around celebi if you play it right.

You have sheer force Landorus listed as both a counter and something that Celebi can counter.

But I believe sludge wave is standard now, and defensive Celebi can't really do much to it while taking 59-70% from that so I wouldn't really call it a check.

Similarly, specially defensive celebi may not take much from thundurus initially, but thundy also doesn't really take much of damage from Celebi and can boost or sub in it's face with no problems.

Sorry, InfamousLuffy, but I talked it over with other QC members, and we've decided to reassign this.

The simple fact of the matter is that you clearly aren't following the format/rules even after you were given another chance to fix it up after the first blunder. It's not in bullet point form, you're messing other options, and your checks/counters section is mediocre at best, skimpy and mentioning a Pokemon Celebi beats, Landorus-I.

Locking, we'd still love for you to contribute though!
