Oh Peter Pan, where art thou?

[SET]
name: Specially Defensive
move 1: Giga Drain
move 2: Hidden Power Fire / Hidden Power Ice
move 3: Recover
move 4: Perish Song / Reflect
item: Leftovers
nature: Calm
evs: 252 HP / 224 SpD / 32 Spe

[SET COMMENTS]

While physically defensive Celebi can take on a plethora of special attackers, Celebi also has the capability of taking on a completely different host of threats when it is EVed to tank special attacks. This set can easily stall out powerful attacks that the physically defensive set can't, such as Hydro Pump from Choice Specs Politoed and Ice Beam from Life Orb Starmie, shrugging off the damage thanks to Recover. Giga Drain is Celebi's main STAB move, dealing respectable damage thanks to its base 100 Special Attack; Giga Drain also provides a fairly reliable form of recovery in the event that Recover is not a good option. Hidden Power Fire is useful for hitting Steel-types, notably Scizor and Ferrothorn, who can take advantage of Celebi otherwise if it doesn't carry it. Hidden Power Ice, however, is often essential for preventing Celebi from being setup fodder for common Dragon-types, such as Latios and Dragonite. In the final moveslot, Perish Song provides great support against teams utilizing Baton Pass; it also provides a way to stop setup sweepers in their tracks. Reflect is also an option in the final moveslot, providing Celebi and its team with a buffer against several physical attacks.

[ADDITIONAL COMMENTS]

Leftovers is the preferred item, providing Celebi with constant, reliable recovery each turn; Leftovers also negates passive damage from sandstorm and hail if either weather is up. The given EVs outspeed all Tyranitar bar Choice Scarf variants, with HP then being maxed out and the remainder being placed in Special Defense to tank special hits. A Calm nature helps further Celebi's Special Defense.

There are many other usable options in the final moveslot. U-turn provides Celebi with a way to get out of sticky situations while giving its team momentum. However, it leaves Celebi vulnerable to Pursuit users, so Baton Pass can be used instead. Regarding support options, Leech Seed provides Celebi with a fairly reliable form of recovery outside of Leftovers, while Thunder Wave both cripples several common switch-ins to Celebi and spreads paralysis to support its team. Stealth Rock can also be used, and, as an added plus, Celebi beats the most common spinners—namely Starmie and Forretress—one-on one provided that Celebi is carrying Hidden Power Fire for the latter. Earth Power can be used to nail Heatran and other Fire-types who walk all over this set otherwise. Likewise, Psychic can also be used to put a dent in Tentacruel, as well as Fighting-types such as Virizion.

Celebi faces trouble from teams that pack many users of Volt Switch and U-turn, as it is hit super effectively by the latter. Thus, teammates who can combat this strategy are a huge help. Magnezone can take on Scizor, KOing it with Hidden Power Fire, while Gastrodon is an almost-perfect counter to most variants of Rotom-W, taking next to no damage from most of its attacks. Other Pokemon that can take advantage of Scizor, such as Gyarados and Gliscor, are also great teammates, as they can capitalize on Celebi's weaknesses. Expert Belt Latios also makes a great offensive lure for Scizor, as it can easily take out Scizor with a super effective Hidden Power Fire. Rapid Spin support is a must for Celebi, as entry hazard damage can pile up quickly, even when running Recover. Celebi also makes a great team member on sandstorm teams, as it provides a rare resistance to Water-type moves that sandstorm teams often lack. Choice Scarf Tyranitar is a huge threat to this set, so any team member who can either take it out or beat it are excellent teammates. Fighting-types such as Swords Dance Lucario and Terrakion are excellent examples, as they can set up on Tyranitar's STAB Dark-type moves. Lastly, a note of caution—Choice item users with Trick will ruin this set, so keep an extra eye out for them.

I mirror Super Mario Bro's view - the physically defensive set and the specially defensive set counters different threats much more effectively. Sure the physically defensive set can tank a Specs Hydro Pump from Politoed, but it risks a 2HKO. LO Starmie in the Rain also scores a 2HKO with Hydro Pump followed by an Ice Beam. The specially defensive Celebi in the other hand cannot survive a +2 LO Crunch from Lucario, +2 LO Stone Edge from Terrakion, +1 LO Crunch from Scrafty, LO U-turn from Mienshao, etc.
Be sure to mention some of these points to help a person whether to choose the Physically Defensive set or this one. I'd like to mention that the fourth slot is open to a lot of moves (as I can see in your AC), and can be considered as your own preference / what the team needs.

It's actually an all right set so QC APPROVED (1/3)

Set Comments
 • De-slash Psychic and slash in HP Ice instead. Being set-up bait for Dragons and Tornadus is not fun :/ Physically Defensive set on-site does a much better job at countering Fighting-types anyways, although Psychic comes in handy against Gengar.
 • Remove the mention of Psychic and countering Fighting Types / Terrakion, since the physically-defensive set does that much better. Instead emphasize how this Celebi trades physical bulk for special bulk, being able to tank 2 Hydro Pumps from SpecsToed, 2 LO Ice Beams from Starmie, 2 LO Shadow Ball from Reuniclus, etc. It can even survive a LO Overheat from MixApe, forcing Infernape to switch out :o
 • Also mention that although its bulky all-around, this Celebi cannot be a solid counter to physical threats, unlike the physically defensive set. This Celebi crumbles to a +2 LO Crunch from Lucario, +2 LO Stone Edge from Terrakion, +1 Payback from Conkeldurr, +1 LO Crunch from Scrafty, LO U-turn from Mienshao - it is hardly a solid counter to Fighting-types
- A very effective set against Volt-turn teams, which is the metagame, it counters Rotom-W in particular
Not really, it can't kill off Scizor with no SpA investment, and it can't take U-turns well without Reflect (still dead against Scizor's U-turn).

AC Mention
 • Mention that Psychic is useful for nailing Gengar, Virizion, Tentacruel, Infernape, and physical Fighting sweepers.
 • Mention Baton Pass alongside U-turn and emphasize its advantage against U-turn (escaping Pursuit scot-free). It can also be used in conjunction with Calm Mind to pass SpA / SpD boosts to your mons[
 • AC mention Leech Seed, which is one of the better ways to wear down the opponent, since this Celebi doesn't pack much firepower.
- thunder wave can be used to cripple foes, but does little against volt turn, which is the purpose of this set
Volt Turn is not the purpose of this set at all - absorbing powerful special hits is the point of this set. TWave is actually a very good utility move on this Celebi.

Teammates and Counters
 • Readers look at this section for teammate advice, NOT ways to counter this Celebi. If you mention a counter that troubles Celebi, be sure to suggest a solution.
 • Celebi is weak to Volt-Turn: provide a solution to this. You have already provided some solutions, such as clearing away hazards with Rapid Spin and setting up hazards on the opponent's field. You could also mention some anti-Volt-turn Pokemon / measures, such as Gastrodon to stop Volt Switch or Rock Helmet on Skarmory to wear down U-turners. Magnezone with HP Fire can simply remove Scizor and other problematic Steel-types. EB Latios with HP Fire can serve as a lure to remove Scizor.
 • Provide a solution to ScarfTar. Pokemon that can set up on TTar locked into Crunch or Pursuit would be ideal here - SD Scizor, SD Lucario, Bulk Up Conkeldurr, or SD Terrakion, for instance.
-tricking away a choice item on it makes stalling it out easier
You forgot the audience, which are people who are USING Celebi, not trying to counter it. Rather than encouraging Trick as a strategy to beat Celebi, WARN the readers to be wary of TrickScarfers, such as Latios and Rotom-W.

-with little offense it is easy to counter, but not to pin down
Remove this, since the reader is not trying to counter Celebi, but they're trying to use one.

- Deals with other water types easy because of natural cure like Jellicent and Vaporeon
This really doesn't reflect the special defensiveness of Celebi. Add a mention of SpecsToed and LO Starmie. Specific examples (as I have listed) are good things to have in Set comments, so I encourage that you incorporate them (just stating that it can take special hits doesn't have much IMPACT).

QC Approved (2/3)

i think you might want to include a paragraph of all the other possible options in the final slot. nasty plot and thunder wave come to mind, since celebi has like 2039123 options. looks good otherwise

QC Approved 3/3

Besides the fact that the move is spelled "U-turn" and not "U-Turn," almost every other change was purely stylistic. Good job!
